Twin-Pad Arena and Library Project
The building of a new twinpad arena and library have been identified as priorities for this term of council.
The Wasaga Stars Arena is nearing the end of its lifespan and the Wasaga Beach Public Library has been identified as too small to properly serve the town's population.
Since the start of this term, staff and council have worked together to determine possible sites for a new library and twinpad arena.
On Oct. 15, 2019, following a public consultation process, council selected 544 River Rd. W. for the site of the town's new twinpad arena and library.
Work on the project is ongoing.
In July, 2021, we issued tender documents to five pre-qualified general contractors. They had until Aug. 11 to submit bids.
Council awarded the building contract to Aquicon Construction Company Ltd. on Tuesday, Sept. 7, 2021.

Note: The above site plan depicts a library building with a 20,000 sq. ft. main level.The 11-acre site at 544 River Road West has been chosen as a potential location for a twinpad arena and library joint use building. The size of the site permits the building of both facilities, required parking, as well as a necessary storm water pond. It also has the potential to accommodate additional structures for possible community partners, other town services, and/or expansion.
A joint use facility could provide many synergies – shared project management costs, building costs, maintenance costs, parking, lobby space, meeting rooms, etc. Community members might appreciate the convenience of having both civic buildings on one site to serve families’ multiple needs in one location.
The Recreation Department notes that 544 River Road West is within walking distance of the current Stars Arena, camp buildings and recreational structures, which may provide both expanded programming opportunities and operational efficiencies.
The Library Board notes that being on an arterial road provides the library with good visibility and transit links, as well as walkability for future residential development planned in the surrounding area.
This privately owned site has a price of $5.435 million, and site preparation costs are predicted to be approximately $510,000, making the estimated cost of building on this site to be approximately $5.945 million.

The site is large enough to accommodate current programming needs, including sufficient parking and outdoor space, as well as possible future expansion.
Situated on a busy arterial road, this site will give the library a commanding street presence and high visibility. It is also within walking distance of significant residential development, as well as commercial development.
This site would provide a new library with opportunities to partner with community service providers and elementary schools located in the vicinity.
The privately owned land is priced at $2.8 million for 2.8 acres. Approximately 1.3 additional acres are available if needed, at a cost of $1.1 million per acre. Additional costs predicted for this site include soil replacement, a relocation of storm water infrastructure, and road improvements. The estimated cost of purchasing and preparing this site is approximately $3.172 million.

Note: The above site plan depicts a library building with a 20,000 sq. ft. main level.The Main Street/Glenwood Drive site of 2.3 acres is comprised of four lots all currently owned by the Town of Wasaga Beach. The site includes a municipal parking lot, vacant commercial building site, and treed lot.
Situated on an arterial road and flanked by two collector roads, this site offers high visibility, and ease of access. A library at this location, with its predicted year-round visitation of approximately 150,000 users, could become a catalyst for future development of the Wasaga Beach Downtown Node.
Situated at the gateway to Beach 1, the library could act as an important welcoming and information centre for visitors, while serving as a convenient waypoint for local residents shopping, seeking services or visiting the main beach.
The parking lot is a brown field that will require environmental remediation before building can occur. Improvements will also have to be made to the storm water system. Predicted costs for preparing this site for building are estimated at $810,000.

This green space, as well as the walking trails through the protected wetlands behind the site, should provide the library with unique outdoor programming opportunities.
Although not fronting on an arterial road, this site should still experience heavy traffic flow due to its surrounding commercial development. This should equate to a greater awareness of the library’s services while providing additional customers for local businesses.
The shape and size of the Stonebridge site will provide the library with opportunities for future growth and expansion.
The negotiated price of the lot is $1,289,600. In order to build on the site, the soil will need to be compacted, and upgraded electrical and telecommunications services are required. The total cost of the site and extra site work is estimated at $1,454,600.

The arena facility and supporting services can function sufficiently on 9.4 acres, which means a surplus 1.5 acres could potentially be used for future development.
This site provides ample space for potential community partners as well as an expansion of recreational services and programming. Its proximity to the Wasaga Stars building will provide future synergies for both programming and maintenance.
Visitors to a twinpad arena located at 544 River Road West could have a positive impact on local businesses, many of which are situated within one kilometre of the proposed site.

Currently, the lands are half-developed with playing fields, a community hall, two clubhouses, a municipal workshop and yard, as well as various other recreational uses.
Situated at the corner of Veteran’s Way and Klondike Park Road to the north, the site’s southern boundary borders the Nottawasaga River. Because of this, the property is regulated by the Nottawasaga Valley Conservation Authority and will require a permit for future development.
This spacious site plan uses 9.1 acres and has sufficient room for additional expansion, which could enable the incorporation of a variety of future programming options on surrounding lands.
Being town property, building a new twinpad arena at Veteran’s Way / Klondike Park Road will not involve land purchasing. However, it is estimated that approximately $1.155 million will need to be spent to amply prepare and service the site to accommodate a twinpad arena facility.
